The officer remained with the unsecured THP vehicle until additional THP personnel arrived with an ICE agent. The individuals that ran from the THP matched the description of suspects from an attempted motor vehicle theft (incident on file), which occurred about a mile away in the 300 block of Glengarry Dr. MNPD officers determined they were no longer needed and left the scene. North officers responded to the dispatched call for service and spoke with officials at the location to determine the basis of the extra patrol request. Staff was unaware who had made the request for extra patrol but believed it may have been officials with the Department of Homeland Security based on concerns of retaliation from gang members. The officer and supervisor left the facility to tend to other calls for service, but the officer later returned to the area to conduct the requested extra patrol. As family members and others showed up at the location to engage in a protest, officers remained in the area to ensure there were no public safety concerns.. Once federal and state resources arrived on site, the MNPD units checked back into service and left the location. As the officer turned to go back to his car and complete the stop, the THP trooper, who had walked up behind the officer, asked if they could take over the stop. The officer, caught off guard by the presence of the trooper and 4 non-uniformed personnel wearing raid vests, conceded to the trooper s request and gave the trooper the ID card. While the officer spoke with one of the non-uniformed agents to determine what agency they worked for and what they were doing, the driver was taken into custody by THP and immigration officials.
